Who to be blamed??

Just read some news on The Star and found an interesting news...Malaysia Immigration Department headquarters at Putrajaya was suspended in operation due to pipe leakages at the 7th Floor...and the building has caused RM 200 million...oh my...as a construction students,I found this news interesting as they mentioned the reason behind for this case were because
(1) Poor Workmanship
(2) Poor Maintenance..

Or supposed there are some other reasons behind??*evil smile*..guess most people might can guess what I thinking la...
The in another news, it was said poor design, shoddy work and bad supervision and maintenance are to be blamed for the burst of pipe incident at the Immigration Department...
"An upset Abdul Rahim said the main pipes on the seventh floor were not joined properly and the water pressure caused them to dislodge. Due to poor waterproofing, the water seeped through to the floors below.
“The joint between the pipes was not good. This is an embarrassment to the Government. This was a problem waiting to happen."(quoted from thestar.com.my)
- A problem waiting to happen...nice phrase indeed...
“I have seen similar shoddy workmanship at several other buildings in Putrajaya,” he said.(quoted from thestar.com.my)..anything has been done to help out this problem then??

Well,just in the lecture by my lecturer last week regarding maintenance of buildings, I guessed after this incidence, it can be proved building maintenance is important!!!some may think building maintenance is less important,but this is definitely wrong...If proper maintenance has been provided to the building and the building has been built "properly",then why should the building be demolished after 20 years to be built with a new one and maybe just after a few years, the building start to have problems??see those building which have been built by our ancestors,they are still in good condition and y those new buildings which have been newly built with the latest technology is having problems??a good example,UTAR!!!hahaha..think about it...


Back to the Immigration Department..something interesting in the news...

“Security guards heard a loud noise at about 7pm yesterday (on Tuesday) but a check by the maintenance staff found nothing wrong.
“Then, the control room system detected a power trip at 2am on the 7th floor. The water seepage, however, was only detected about 8.30am.(quoted from thestar.com.my)

Maintenance staff found nothing was wrong??and then how come there were this leaking pipe and has caused the mini flood in the immigration department then??The water seepage was only detected at 8.30 am,which is the working hours!!!What were everyone doing before that???*sigh*
